My Lord,

Referring to Your Lordship's Confidential Despatch of the 31st August last in which a report is requested on certain points raised by the Treasury in a letter dated the 22nd August regarding the note issue of the National Bank of China, I have the honour to state that the Colonial Treasurer reports that he is satisfied, both from his own knowledge and from enquiry that the status of the Bank both financially and otherwise is not such as to justify this Government in accepting its notes in the Government Departments.

He is further of the opinion that the convenience of the public is not affected by this Government's attitude in the matter.

I concur in the Treasurer's opinion and I am consequently unable to recommend the acceptance of the notes.
